Refection of Hall Avenue

In the summer of 2026, the City of Saint-Lambert will proceed with the rehabilitation of Hall Avenue. The work will primarily involve the following tasks:

  • lining the water main using a trenchless method;
  • spot repairs to the sewer line using a trenchless method;
  • replacement of certain sewer service connections;
  • reconstruction and reinforcement of the road structure and pavement;
  • complete reconstruction of sidewalks;
  • improvement of drainage through the addition of catch basins and vegetated swales;
  • replacement of the lighting system.

We are aware of the inconvenience caused by such major work, which will disrupt your daily routine. The information on this page will help you prepare for it.

Traffic

Hall Avenue, between Queen Boulevard and Saint-Thomas Street, will be closed to traffic for the duration of the work. However, local traffic will be permitted at all times, with access points varying depending on the progress of the work.

Proposed Design

The street’s layout will be significantly altered as part of the project. The existing street is 9 meters wide, with 1.5-meter-wide sidewalks on each side.

Extensions will be built at the intersections with Boissy and Closse Streets to reduce pedestrian crossing times.

On the section between Queen Boulevard and Closse Street, the street width will be reduced to 8.6 m and the sidewalks will be widened to 1.8 m. As the street approaches Queen Boulevard, the width will be reduced to 7.7 m to accommodate a vegetated stormwater swale. A narrowing to 7.7 m in width between 329 and 347 is also planned to add a planting area.

On the section between Closse and Saint-Thomas Streets, the street width will be reduced to 7.7 m to build a large vegetated stormwater infiltration swale on the park side. The sidewalk along the park will be removed to maximize the swale’s effectiveness. The sidewalk on the residential side will be 1.8 m wide.

Proposed On-Street Parking

With the upcoming geometric changes, parking will also be modified. A no-stopping zone will be established on the odd-numbered side, along the vegetated swale near Queen Boulevard and along the green space between 329 and 347. Parking will also be prohibited between Closse and Saint-Thomas Streets, on the side of Houde Park.

Neighbourhood residents

We understand that rebuilding a street is a complex operation involving many companies and disrupting daily life. We therefore invite you to consult the practical information below. It is intended to provide you with advice on how to make your daily life as pleasant as possible.

Water analysis
Water samples will be taken by appointment to determine the concentration of lead present. The results of these analyses will then be communicated to the citizens concerned. If a concentration of lead is observed, the City will conduct additional investigations to assess the scope of the work to be carried out before the street is repaired.

Sewer connection inspection
Inspection visits will be carried out by appointment to assess the condition of the sewer connections between the residence and the main pipe located under the street. The results of these inspections will be shared with residents. If necessary, the portion of the connection located within the municipal right-of-way may be replaced.

Before starting, the contractor in charge of the work will carefully film the street and the facades of the houses. This video will serve as a template and will enable the driveways and property lines to be restored to their original condition before the work began.

If you think your private sewer or drinking water pipes, located between your home and the property line, have problems or are outdated, it may be time to replace them.

You must submit your request before May 15, 2026.

If you have an automatic sprinkler system running along the sidewalk, it is your responsibility to shut off the system and dig up your sprinkler heads and pipes within a 600 mm (2’) wide perimeter from the sidewalk before May 25, 2026. Sprinkler heads and pipes that are visible and damaged during the work will be repaired by the City. Systems that have not been dug up by the owner must be repaired by the owner at their own expense in the event of damage.

During the construction period, household waste, recycling bins, and brown bins must be placed at the curb before 5:30 a.m. on the morning of collection, as usual. The contractor will move them as needed.

When sidewalk reconstruction work is taking place in front of your residence, you will temporarily be unable to access your home by car.

This work generally takes ten business days. During this period, you will need to park your car on one of the neighboring streets.

Mail delivery is not the responsibility of the City of Saint-Lambert. Canada Post applies its own procedures. If the method of mail delivery needs to be changed during the work, Canada Post will notify you directly a few days in advance.

Before work begins, a company will install temporary drinking water pipes. These pipes will be placed at the front or back of your home and will be connected by a flexible hose to the outdoor water tap. Fire hydrants will also be connected by a 150 mm rigid pipe to ensure fire safety.

You must check that the water inlet valve on your property is working properly; this valve must be closed for the duration of the work.

If the company's technicians are unable to access your garden or backyard, you will receive instructions on how to connect the temporary drinking water supply to your home yourself.

During the work, the City of Saint-Lambert will implement increased surveillance around the work site.

Nevertheless, we urge parents to inform their children of the potential dangers posed by such major construction work and to ensure the safety of children in their neighborhood.

Excavation Civilpro Inc., the general contractor, has been commissioned by the City of Saint-Lambert to carry out the rehabilitation work on Hall Avenue.

Work is scheduled to begin during the week of May 25, 2026. A video recording of the areas that may be affected by the work will be made prior to the start of construction. The video recording will be carried out by I.C. Production, acting as a subcontractor for Excavation Civilpro Inc.

The recording will include, among other things, everything located within the city’s right-of-way, the front-yard landscaping of residences, the condition of the foundations and exterior walls on all four (4) sides of the residences, and any other elements that may be affected by the work. The purpose of this recording is to accurately document the condition of the property prior to the work.

I.C. Production will therefore need access to your property to conduct the video inspection. Staff will knock on your door to let you know they are recording your residence. The video will only take a few minutes to complete.

You can view the presentation given to citizens at the information session on February 11.

To present this project, an information session will be held on Wednesday, February 11, at 7 p.m., at the Multi-purpose Centre (81 Hooper Street). Residents affected by this work will receive a direct invitation to the session.

During the meeting, we will explain the project outline and the projected timeline. We will also be available to answer any questions you may have.
