Strategic Plan 2026–2031

Once this process is complete, the 2026–2031 Strategic Plan will set a direction, establish priorities, and create the conditions for the right decisions to be made at the right time. That is what this document will represent: a rigorous framework, developed in collaboration with the community, to guide municipal action over the next five years.

The 2026–2031 Strategic Plan will build upon the Saint-Lambert 2035 Sustainable Development Vision. It will not replace the 2019 vision; rather, it will bring it to life and update it in light of what the community has expressed since then.

The principles that guided the 2035 Vision—namely, preserving the character of an urban village, promoting active transportation, protecting the environment, diversifying housing options, and encouraging citizen participation—remain at the heart of what Saint-Lambert aspires to be.

Strategic Directions 2026–2031

The four strategic priorities are the direct result of all the consultations conducted. They emerged from the convergence of the aspirations of Lambertois residents, the realities of the organization, and the goals the community has set for itself for the next five years.

Steps

Carrying out a project like this involves several steps.

The adoption of Phase 1 of the strategic plan in May 2026 marks the completion of a first major milestone and the beginning of another. With the strategic directions and organizational structure now in place, work continues to translate them into concrete, measurable actions supported by the entire organization.

Between now and fall 2026, City teams will be invited to participate in workshops to collaboratively develop the operational action plan. These workshops will be based on a working guide compiled from all the consultations—a document that already lists 58 proposed actions, all of which can be traced back to a specific consultation.

By the end of 2026, the city council will adopt the official action plan and a strategic scorecard. This scorecard will define, for each priority area, the indicators used to measure progress, the targets to be achieved, and the individuals responsible. It will not be a technical document reserved for the administration; it will be accessible to everyone.

In the spring of 2027, the City will publish its first annual report. This report will serve as a tool for transparency and collective pride: it will highlight what Saint-Lambert has accomplished over the course of the year, priority by priority, in clear language accessible to all citizens.

The goal is simple: to ensure that every resident of Saint-Lambert can see, year after year, that their city is moving in the right direction and that the commitments made during this strategic planning process have not remained mere words on paper.
