Highlights of the City Council meeting of May 20, 2025

The City Council met on May 20, 2025 for its monthly public meeting. Mayor Pascale Mongrain opened the meeting by speaking on several topics of interest:

  • Congratulations to the Lambertois recipients of the Lieutenant-Governor's Medal for Seniors: Liette Michaud, Louise Bayard, Lucien Laverdière, Kevin Cuffling, Hugues Létourneau, Sushil Handa and Rafik Matta
  • Interesting participation in the UMQ Annual General Meeting; Lambert resident Alexandre Cusson named Honorary UMQ Member
  • Successful conclusion of discussions and identification of solutions to meet the needs of the Saint-Lambert Soccer Association for its 2025 season
  • Lambert issues discussed with the Police Department of the Agglomération de Longueuil
  • Start of roadwork on Hickson Avenue and De l'Union Boulevard
  • Warning regarding Journal St-Lambert
  • Issues under study: parking problems in the village and in some of our residential neighbourhoods; allocation of 2024 surplus to be determined

The following is a summary of the main issues discussed and orientations adopted.

1. Amendment to nuisance by-law

The City Council has decided to amend the by-law to include as a nuisance, as of May 1, 2028, gasoline-powered hedge trimmers, lawn edgers, pressure washers and the like. Banning the use of these noisy, polluting devices will contribute to the quality of our environment.

2. Improvement work on avenue d'Isère and rue de Namur

The Ville de Saint-Lambert is now ready to commission the preparation of plans and specifications for improvement work on D'Isère Avenue and De Namur Street. It should be remembered that, in response to the problems raised by residents in the area, steps were taken as early as autumn 2023. These had made it possible to assess the situation and carry out an analysis of corrective measures aimed at increasing resilience to intense climatic events.

As a result, the City Council awarded the contract for the preparation of plans and specifications to Parallèle 54 Expert-Conseil inc. According to the current schedule, design work will take place over the summer. Construction could begin in the fall of 2025 or, at the latest, in the spring of 2026, depending on the progress of the various planning stages for such a project.

3. Rental of sports fields

In order to keep its sports facilities in good condition and safe for users, the Ville de Saint-Lambert will be repairing the surface of the PVM3 synthetic soccer and soccer field over the summer.

The City Council is aware of the impact of the loss of this playing space on the Saint-Lambert Soccer Association, which uses it for its summer activities. For this reason, it has decided to proceed with the rental of external boards to support the Association. As a result, the Association will be able to continue its regular activities while the field is closed, without any financial pressure on its operating budget or reduction in services.

4. End of marina sublease

The Municipal Council has decided to proceed with the termination or non-renewal, as the case may be, of the lease with the St-Lambert Yacht Club with effect from March 1, 2026.

5. Remuneration of election staff

In a sign that the November 2 elections are fast approaching, the City Council has adopted the remuneration scale for election staff, enabling the team to move ahead with its planning.

6. Refurbishment of municipal workshops

The Ville de Saint-Lambert has reached a new milestone in the project to refurbish the municipal workshops, with the acceptance of plans and specifications for the architectural aspect of the building. The City Council was thus able to approve the request for minor exemptions and the various PIIA applications concerning this project: transformation of the façade and extension, new construction (accessory building), landscaping and signage. The preparation of construction plans and specifications will continue for several more weeks.

It should be remembered that the building requires major upgrades and is showing advanced signs of obsolescence. The City must therefore carry out major work. It will also take the opportunity to update the building in line with the current needs of the administration and public works teams.

According to the preliminary schedule, the work is scheduled to be completed over the next two years. We will soon be ready to present this important project for the quality of municipal services. Stay tuned!
