Highlights of the February 16, 2026 council meeting

TOWN HALL

The Town Council met on February 16 for its monthly public meeting. Mayor Loïc Blancquaert opened the meeting by addressing several topics of interest:

  • Wearing the blue heart: The mayor explained that he was wearing the blue heart in solidarity with immigrants affected by the withdrawal of the Quebec Experience Program. The council joins other municipalities in calling for a grandfather clause for all immigrants who are now well established in Quebec. These individuals contribute to the economic vitality of the region, and without them, many businesses, particularly in Saint-Lambert, would face an alarming labor shortage.

  • Tickets on Merton and Walnut Streets: Tickets were placed on the windshields of cars parked on Merton and Walnut Streets on February 15. Since the parking ban was announced for the following day only, a request for cancellation was made by the Director General to the SPAL and the municipal court.T If the prosecutor in charge of the case accepts our request, the individuals concerned may receive a letter confirming the cancellation of the ticket. Citizens are therefore asked to wait before submitting a notice of non-guilt.

  • City Hall file: The report is still expected at the end of February. If you would like to see photos of the ceiling opening, you can visit the mayor's Facebook page.

  • Potholes: Pothole repair work will begin in the coming days and continue for a period of one week.

  • Planned work on Hall Avenue: A community meeting was held on February 11 to present the upcoming work for next summer (resurfacing, water main lining, greening, etc.) to residents of the area. This work will be carried out by an outside firm. For more information, please visit the City's website.

  • Upcoming resurfacing work: Thanks to a $150,000 increase in the resurfacing budget, the City will be able to carry out twice as much work as originally planned. A section of the following streets will therefore be repaired this spring: Victoria, Keer, Filion, Queen, and Walnut.

  • Consultation on climate change adaptation measures: About 50 people participated in the February 5 consultation on the three priority sites under study. For more information, visit the City's website.

  • New businesses: A butcher shop recently opened in the village: Edouard & Léo. Another business will also be opening soon.

  • Strategic planning: Council members met in January to discuss the direction of the ongoing strategic planning process. A summit will be held on February 24 with local organizations. A public consultation will follow.

  • Consultation on Family and Senior Policy: The public consultation leading to the renewal of the Family and Senior Policy began today. To participate, visit the City’s website.

  • Upcoming activities: On February 21, several activities will be held, starting with the mayor's breakfast, attended by federal MP Alexandra Mendes. This will be followed by FestiNeige and the first Winter Farmers' Market. The calendar of events is available on the City's website.

  • Regulations adopted: Tonight, two regulations will be adopted. The first concerns the occupancy and maintenance of buildings in the City of Lambertsville. The new regulation will allow the City to intervene if a property owner does not adequately maintain their building. The second concerns the right of first refusal. This will give the City a tool to control its development and a land management strategy. The right of first refusal will allow the City to acquire priority purchase rights for real estate properties put up for sale within its territory.

  • Biweekly garbage collection: Garbage collection, which is currently every three weeks, will return to every two weeks during the summer months, from June to September. This decision is intended to give citizens a longer period of time to adjust. The agreement covers the years 2026 and 2027, and the addition of collections will cost the City $48,000 per year. Following this period, the council will reevaluate the service offering, but it is expected that collection will return to every three weeks for single-family residences.

  • Creation of four committees: Tonight, we are announcing the creation of four committees (recreation, culture, finance and HR, Préville Park). As part of the Préville Park Working Group, a contract will be awarded to an outside firm to create a master plan for Préville Park. Citizen consultations are planned as part of this mandate.

ADMINISTRATION MUNICIPALE

Nous vous présentons un résumé des principaux dossiers discutés et des orientations adoptées.

1. Programme de réfection routière : adoption du règlement d’emprunt

Pour faire suite à l’avis de motion du 19 janvier dernier, le conseil municipal a adopté le règlement d’emprunt de 2,5 M$ aux fins de réalisation du Programme de réfection routière 2026-2028. L’emprunt devra être remboursé sur une période de 15 ans, et toute subvention qui serait obtenu au cours du triennat devrait être affectée au remboursement dudit emprunt.

2. Octroi du contrat de réfection du terrain synthétique PVM1

À la suite d’un appel d’offres public, le conseil municipal entérine l’octroi du contrat de réfection du terrain synthétique du parc de la Voie maritime 1 (PVM1) au plus bas soumissionnaire : L. M. L. PAYSAGISTE ET FRÈRES INC. Le contrat, d’une valeur de 1 487 352, 65 $, taxes et contingence incluses, sera financé par le Programme de paiement comptant progressif. Celui-ci permet les paiements en plusieurs versement pour éviter les intérêts sur les montants non payés.

3. Octroi du contrat pour les collectes estivales de matières résiduelles

Le conseil a autorisé l’octroi d’un contrat de gré à gré, couvrant la période du 1er juin au 30 septembre, pour les années 2026 et 2027, à l’entreprise SERVICES RICOVA INC. Ce contrat d’une valeur de 96 193,65 $, soit sous le seuil de l’appel d’offres public, permettra l’ajout de collectes additionnelles en période estivale. Actuellement, les collectes sont aux trois semaines. Pour les prochaines saisons estivales, les collectes de matières résiduelles seront aux deux semaines.

4. Création de quatre comités de travail

  • Groupe de travail en finances et ressources humaines : Patrick Vallerand, membre et président; Francis Le Chatelier, membre et vice-président; Claude Ferguson, membre, Stéphanie Verreault, membre.

  • Comité du parc Préville : Catherine Duprey, membre et présidente, Luc Côté, membre et vice-président; Patrick Vallerand, membre.
