CITY HALL

• Death of Ms. Brigitte Guy: We extend our deepest condolences to the family and friends of Ms. Guy, who founded Quebec's first school daycare service at the École des Saints-Anges in Saint-Lambert. Donations in her memory can be made to the Fondation éducative La petite École – Fondation Fépé.

• New interim executive director: Effective December 9, we welcome Ms. Myrabelle Chicoine as interim executive director. We thank Mr. Sylvain Villeneuve for his work over the past six months.
  
  
• City Hall: We have asked the municipal administration to update the study on the condition of City Hall, and in particular to thoroughly investigate the integrity of the building's materials. We will then be able to take a position on the vision for the next City Hall.
  
  
• Longueuil Agglomeration Police Service (SPAL): Recent discussions with SPAL Chief Patrick Bélanger have allowed us to request an increased police presence in Saint-Lambert following incidents in the downtown area and at the Recreation Center. Street safety, particularly near schools, was discussed, and we will be reactivating the Transportation Management Committee in January.
  
  
• Reactivation of working committees: Tonight, we are relaunching several committees and will appoint the city councilors who will sit on them: the Transportation Management Committee, the Sustainable Development Committee, and the Families and Seniors Committee. Appointments are also expected in January for the Finance Committee and the Recreation Committee.
  
  
• Files assigned to city councilors: Specific files have been assigned to city councilors:
  • Luc Côté: City Hall, Saint-Lambert Organizations Table;
  • Catherine Duprey: Préville Park, Montreal Country Club;
  • Patrick Vallerand: City Hall, urban plan, Montreal Country Club;
  • Francis Le Chatelier: recreation, relations with sports organizations;
  • Claude Ferguson: environment, agglomeration finances, downtown economic development;
  • Christiane Richard: downtown economic development, universal accessibility;
  • Thierry Harris: urban plan, open data and transparency;
  • Stéphanie Verreault: City Hall, mobility, universal accessibility.

• Collection schedule: You will soon receive the collection schedule for the first five months of 2026. We are evaluating different options for collection, which is why two schedules will be produced this year. The second one will be sent to you later in the year.
  
  
• Upcoming activities in December: Here are a few activities I invite you to participate in this December:
  • Special City Council meeting: December 11, 7 p.m. Recreation Center, adoption of the operating budget and the Three-Year Capital Expenditure Plan (PTI);
  • Mayor's breakfast: December 13, 9 a.m. to 10:30 a.m., at 325 Rue du Golf, with city councilors and the mayor of Longueuil, Catherine Fournier;
  • Christmas Market: December 13 and 14, at the Multifunctional Center, 81 Hopper Street;
  • Ukrainian Christmas Fair: December 14, at Maison Desaulniers;
  • Sports field reservations: Starting December 17, you can reserve your sports fields for the holiday season.

1. Avis de motion sur le Règlement de taxation

Les membres du conseil ont convenu que le projet de Règlement relatif à l'imposition et au prélèvement de la taxe foncière générale et de compensation pour l'exercice financier 2026 (2025-245) sera présenté pour adoption à la séance extraordinaire du jeudi 11 décembre courant.

2. Départ et nomination

À compte du mardi 9 décembre courant, M. Sylvain Villeneuve quittera ses fonctions de directeur général par intérim. Il demeurera à l’emploi de la Ville jusqu’au jeudi 11 décembre afin d’assurer la transition avec la nouvelle directrice générale intérimaire, Mme Myrabelle Chicoine, qui sera en poste dès le 9 décembre.

3. Résiliation du contrat d’impression du magazine municipal

Les membres du conseil ont entériné la résiliation du contrat d’impression du magazine municipal Vivre Saint-Lambert. Le magazine ne sera plus produit à compter de janvier 2026.

4. Renouvellement de l’entente : Marché fermier 2026-2028

Il a été résolu d’autoriser le maire et le directeur général à signer une nouvelle entente avec l’organisme À la fortune du pot pour la réalisation du Marché fermier d’automne, d’été, d’hiver et de Noël, pour la période de 2026 à 2028
