CITY HALL
The City Council met on November 17th, 2025 for its monthly public meeting. Mayor Loïc Blancquaert opened the meeting by addressing several topics of interest:
- November 2 election results: Thank you to the citizens who turned out in large numbers to vote. We achieved a historic turnout, with a 5% increase (1,000 additional voters) in citizen participation.
- November 7 swearing-in ceremony: The newly elected officials were sworn in on November 7. We are embarking on a new chapter where rigor, transparency, and openness will guide us in better serving the interests of citizens and the municipality.
- 2026 Budget: The first major issue for council members will be the adoption of the municipal budget for the 2026 fiscal year. The new council is committed to maintaining the quality of services while respecting the City's ability to pay. We want to ensure responsible management of public finances and adopt a long-term planning approach.
- Volunteer Recognition Evening: Last Thursday, November 13, we held the Lambertois Volunteer Recognition Evening, during which we also presented the Lambertois Awards to distinguished citizens who have excelled in their respective fields of expertise. Thank you to all of you: it is thanks to you that our city shines so brightly.
MUNICIPAL ADMINISTRATION
The following is a summary of the main issues discussed and orientations adopted.
1. Grande Guignolée des médias de la Rive-Sud
The municipal council has adopted a resolution authorizing a donation of $1,500 to the Grande Guignolée des médias de la Rive-Sud on behalf of the City of Saint-Lambert. The mayor will personally donate $300 to the Guignolée, while municipal council members will each contribute $150. We invite the public to be generous on December 4, the date of the annual event.
2. Appointments to regional and local committees
The members of the municipal council confirmed the appointment of several individuals elected to various local and regional committees on which representatives from Saint-Lambert will serve during their term of office. The mayor took the opportunity to announce the relaunch of the citizen committees. Among the appointments are:
- Substitute Mayor: Stéphanie Verreault, councilor;
- Longueuil Agglomeration Regulatory and Policy Affairs Commission: Loïc Blancquaert, mayor, Francis Le Chatelier, councilor;
- Montreal Metropolitan Community: Loïc Blancquaert, mayor;
- Longueuil Transportation Network Board of Directors: Loïc Blancquaert, mayor;
- Urban Planning Advisory Committee (CCU): Thierry Harris, councilor appointed as chair; Patrick Vallerand, councilor appointed as vice-chair; Claude Ferguson, councilor appointed as alternate member;
- Civil Servants and Employees Retirement Committee: Claude Ferguson, designated councilor;
- Demolition Committee: Luc Côté, councilor, Catherine Duprey, councilor, Patrick Vallerand, councilor.
3. City Council Meeting Schedule
In order to increase citizen participation in city council meetings, it has been decided to move the start time of city council meetings forward to 7 p.m. Here is the adopted 2026 schedule:
- January 19
- February 16
- March 16
- April 27
- May 25
- June 15
- July 6
- August 17
- September 21
- October 19
- November 16
- December 7
4. Renewal of leases at 2035 Victoria Avenue
In order to reduce rental costs, optimize organizational efficiency by bringing teams together, and pending a new city hall project, the city council has authorized the renewal of the leases at 2035 Victoria Avenue for a period of three years and the relocation of city hall and senior management from 6 Desaulniers to 2035 Victoria Avenue. As a result, City Hall and the general management will be located in the same building as the Communications, Human Resources, Procurement, Registry, and Urban Planning departments. This decision will result in savings of $35,000 per year.
