Highlights of the April 27, 2026 council meeting

CITY HALL

The City Council met on March 16 for its monthly public meeting. At the start of the meeting, Mayor Loïc Blancquaert addressed several topics of interest:

• Resumption of work: With the arrival of good weather, our teams are hard at work preparing for the summer season. Cleaning streets and parks, refreshing road markings, and filling potholes—everything is in place to provide you with the most pleasant environment possible.

• Special Council Meeting: At the special meeting held on April 13, the council awarded a $1.7 million contract for the rehabilitation of Hall Avenue, an amount 22% lower than estimates. An amendment to the contract for the use and maintenance of the bike path connecting Jean-Drapeau Park to the South Shore was also negotiated, reducing costs by $45,000. The council also ratified an agreement with the Agathe la Girafe daycare center authorizing it to give priority to children from the Lambert community when filling spots.

• Political advocacy with Via Rail: The Saint-Lambert City Council (CM) unanimously adopted a resolution calling on Transport Canada and Via Rail to maintain the stop at the Saint-Lambert station due to the negative impacts that reducing or eliminating stops would have on downtown traffic and the residential and economic appeal of the Saint-Lambert area. This position follows reports that the Montréal Metropolitan Airport (MET) has submitted a request to relocate this stop to the EXO station in Longueuil. Discussions have begun with the new airport in Saint-Hubert, and initial exchanges indicate a willingness to engage. The council will remain vigilant and ensure the municipality’s interests are protected.

• Citizen Summit: As part of its strategic planning efforts, the City is organizing a Citizen Summit on May 7 at the Multifunctional Centre on Hooper Street. All residents are invited to participate and register online. Four time slots are available between 4:00 p.m. and 8:00 p.m. Full details can be found on the City’s website.

• Place Naming in Saint-Lambert: Over the coming weeks, through our communication channels, such as the newsletter, residents of Saint-Lambert will be asked to submit to the City the names of Saint-Lambert citizens who have left their mark on the municipality’s history. The goal is to create a database of names that will be used to name new streets, buildings, or parks in our community after distinguished individuals. We hope many of you will participate.

• Upcoming Consultations: Between now and summer, the municipal administration will conduct two consultations. The first is part of the development work for the skatepark and the new pump track and aims to assess the needs of users. The second consultation will focus on the master plan for Préville Park and the community’s vision of residents’ needs. Calls for participation will be shared on the City’s social media channels as well as in the newsletter.

• Neighborhood Day: Neighborhood Day is fast approaching. On June 6, you can host activities in your neighborhood. Residents must submit an online application by May 22 at the latest. Feel free to invite your city council members and mayor to join your festivities. ADMINISTRATION MUNICIPALE

1. Affectation de l'excédent de fonctionnement 2025

Les membres du conseil ont pris la décision d’affecter l’excédent de fonctionnement de l’exercice financier 2025 ainsi qu’une partie de l’excédent de fonctionnement non affecté de la façon suivante : réserve pour immobilisations (119 373 $), réserve pour conditions climatiques (700 000 $), fonds réservé aux dépenses liées à la tenue d’une élection (181 947 $), fonds verts (933 680 $), honoraires professionnels - PTI (756 670 $), infrastructures (9 000 000 $).

2. Rapport financier 2025

Une gestion rigoureuse de nos dépenses ainsi que des revenus excédentaires provenant principalement des droits de mutation expliquent en partie l’excédent de fonctionnement de 5,5 M$ pour l’année 2025. Une hausse globale annuelle de 13 % des transactions immobilières, combinée à des transactions importantes, a impacté significativement les résultats financiers. En bref, la Ville maintient un contrôle global serré de ses dépenses, avec un dépassement total limité à 1,1% du budget, cohérent avec un exercice marqué par des projets et des besoins évolutifs.

Globalement, au 31 décembre 2025, la Ville affiche un excédent de fonctionnement non affecté de 14,5 M$ ainsi qu’un excédent de fonctionnement affecté de 4,9 M$. Les réserves financières et les fonds réservés totalisent 14,5 M$. Pour sa part, la dette brute a augmenté de 4 M$, passant de 93,3 M$ à 97,3 M$. La dette nette s’élève à 77,5 M$, puisqu’un montant de 19,8 M$ est subventionné par le gouvernement du Québec.

3. Nouveaux skatepark et pumptrack

Le contrat de services professionnels visant le réaménagement du skatepark et l’ajout d’un pumptrack a été octroyé à la firme WSP Canada inc. pour une somme de 98 821,01 $, toutes taxes comprises.

4. Politique de participation citoyenne

Le conseil a adopté sa première Politique de participation citoyenne afin de renforcer ses mécanismes de démocratie locale. Cette politique structure et harmonise l'ensemble des démarches participatives de la Ville, qu'il s'agisse du fonctionnement des comités citoyens ou des consultations ponctuelles.

5. Subventions aux organismes du milieu

Pour l’année 2026, le conseil municipal octroie une enveloppe de 70 000 $ pour le soutien financier d’organismes du milieu. Une toute nouvelle grille d’évaluation des demandes a été mise en place et permet d’accorder un financement sur la base de critères objectifs. Les organismes soutenus cette année sont :

• Studio Danse C : 3 000 $
• Conseil des aînés de Saint-Lambert : 27 500 $
• L'Entreclefs : 5 000 $
• Société d'histoire Mouillepied : 6 000 $
• Société Chorale de Saint-Lambert : 6 000 $
• Club de soccer Saint-Lambert : 8 500 $
• Club de boulingrin de Saint-Lambert : 1 000 $
• Club de patinage artistique de Saint-Lambert : 1 000 $
• Réseau écocitoyen de Saint-Lambert : 4 500 $
• Société d'horticulture de Saint-Lambert : 3 000 $
• Association de hockey mineur St-Lambert :1 250 $
• La mère à boire – Moms For Milk : 3 000$
• Maison des arts Rive-Sud : 250 $

6. Nominations aux comités citoyens

À l’issue d’appels de candidatures, la Ville annonce les nominations suivantes :

• Comité de gestion des déplacements : Amanda Dos Santos, à titre de membre et représentante du Réseau écocitoyen, pour une durée de 24 mois.
• Comité loisirs : Yves Lepage, Amélie Bélair, Manon Gazanhes, Philippe Côté-Giguère, à titre de membres pour une durée de 24 mois.
• Comité Famille et aînés : Jacques Bec, à titre de membre et représentant le Conseil des aînés de Saint-Lambert, pour une durée de 24 mois.
• Comité Culture : Herman Champagne, France Desaulniers et Edith Moranville, à titre de membres pour une durée de 24 mois.
