The City Council met on August 18, 2025 for its monthly public meeting. Mayor Pascale Mongrain opened the meeting by speaking on several topics of interest:

  • Congratulations to Maxime Bourassa, a young Lambertois who won the gold medal in cycling at the Canada Games in Newfoundland this weekend;
  • Update on the filing of ethics decisions rendered by the Quebec Municipal Commission: several errors of fact, law, and chronology, in addition to shaky evidence, have surprised many elected officials, citizens, and lawyers and are being denounced;
  • Details on Quebec regulations regarding pool safety: an interpretation guide for these regulations was published in May 2025 by Quebec. The Saint-Lambert Urban Planning Department will apply the terms of this guide, subject to other legislation in force, such as fire safety rules imposed under the Building Code;
  • Amended or adopted municipal by-laws: improved pricing structure for obtaining a renovation permit and abolition of the fee for non-resident parents accompanying their resident children to the swimming pool; adjustments to the zoning by-law concerning the conversion of attic space; and borrowing by-law to carry out water management improvement work in the Isère/Namur sector;
  • Back to school: due to the arrival of 300 additional students at Rabeau School, safety work will be carried out around the school;
  • Financial statement as of June 30, 2025: a budget surplus of approximately $1 million has been achieved, mainly attributable to transfer tax revenues;
  • Bill 96: The Ville de Saint-Lambert must comply with this legislation and, unfortunately, stop translating City messages into English. Only communications of a political nature or related to public health or safety requirements may continue to be translated;
  • Executive mandates: Issues related to garbage collection are being resolved. Downtown parking issues are being studied; a mandate will be granted to complete the functional and technical plan (FTP) for City Hall; Due to a cut in subsidies for the redevelopment and expansion of municipal workshops, a thorough review of the initial cost estimate will be proposed;
  • The Fêtes de Saint-Lambert is taking place this weekend, from Friday to Sunday. We hope to see many of you there!

The following is a summary of the main issues discussed and orientations adopted.

1. Redevelopment and improvement of the performance of the combined sewer system on d'Isère Avenue and de Namur Street

The city council has authorized a loan of $2,970,000, amortized over a period of 25 years, for repairs to the sewer system on Isère and Namur streets. With the plans and specifications nearly complete, the call for tenders is scheduled to be launched in September. The contract for the work is expected to be awarded at the end of the year. Construction is expected to begin in the spring of 2026. The work includes replacing sanitary pipes, rebuilding the roadway, and constructing vegetated swales to promote rainwater drainage.

A public information meeting will be held in early 2026 to explain the nature and progress of the work.

2. Creation of a school crossing guard position

Due to the school redistricting carried out by the Centre de services scolaires Marie-Victorin (CSSMV), which will take effect at the start of the school year in September, several Lambertois students will now be assigned to Rabeau School. To ensure the safety of students walking to school, an additional school crossing guard position has been approved by the municipal council. The crossing guard will be stationed at the intersection of Victoria Avenue and Jeannette Street. Over the next year, observations will be made in the area and, if necessary, adjustments may be made to the proposed route for walkers.

3. Change in signage on Durocher Avenue, between Riverside and Robitaille

In response to citizens' concerns about heavy rainfall causing increasing damage to infrastructure and property of Lambertois, the municipal administration has decided to award a contract to a firm specializing in climate change adaptation measures. The contract, valued at $253,243.95, includes the development of a climate change adaptation plan and green infrastructure planning.

The City has also obtained a grant from the Ministry of the Environment, Climate Change, Wildlife, and Parks (MELCCFP) covering 80% of the costs through the OASIS program - component 1. This component is dedicated to the planning of greening projects. The analyses will focus on risks related to heat and heavy rainfall, identifying adaptation solutions through greening, and cost-benefit analysis.

Once this component is complete, it will be possible to submit a new grant application to the MELCCFP (OASIS - component 2) to finance the costs of the adaptation solutions recommended in the plan (component 1) submitted to the City.

4. Quarterly financial report filing

The municipal administration submitted its quarterly report on June 30, 2025. Revenues were up $1.8 million from the forecast of $38.6 million, reaching $40.4 million, mainly due to an increase in transfer duties, permit fees, and alley sales. Expenditures exceeded the budgeted forecast of $33.4 million by approximately $774,000, reaching $34.2 million, mainly due to personnel changes in senior management, legal fees, and snow removal. Compared to the planned budget for this period, the financial report shows a surplus of $1,020,047.
