PUBLIC NOTICE is hereby given that the municipal Council of the City of Saint-Lambert will rule on the requests for minor exemption from the Urban Planning by-laws, for the properties mentioned below, during the regular meeting to be held on Monday, February 15, 2021 from 7:30 p.m. by videoconference, in accordance with article 145.6 of the Act respecting land use planning and development and with Decree 1020-2020 concerning the ordinance of measures to protect the health of the population in the situation of a COVID-19 pandemic, as amended by Order number 2020-074 of the Minister of Health and Social Services dated October 2, 2020.

1461, AVENUE VICTORIA

Nature of request

The purpose of the application is to replace the two existing wall signs with two new wall signs in order to standardize the signs at the national level for the new trade-mark. The replacement of these existing wall signs requires minor variances to Zoning By-law 2008-43 to allow for :

  • That a mural sign displaying the company logo and name, facing Victoria Avenue, be 1.35 metres high, whereas Section 8.3.1 (a) states that the maximum height of the sign is 80 centimetres;
  • A wall sign showing the business logo and name of the business, facing the business parking lot, be 1.32 metres high, whereas Section 8.3.1 (a) states that the maximum height of the sign is 80 centimetres.

Nature of the request

The purpose of the application is to obtain minor variances to Zoning By-law Number 2008 43 for the following items:

  • Permit the construction of a building 15.5 metres high, whereas the specification grid for Zone CB-3 stipulates that the maximum height for a construction must be 12 metres;
  • Permit the construction of a building with a number of floors of 4, whereas the specifications grid for zone CB-3 stipulates that the number of floors is limited to 3.5;
  • Allow the construction of the building at 1.7 metres from the front line on Elm Street, whereas the specifications grid for Zone CB-3 stipulates that the front setback to be respected is 4.5 metres;
  • Permit the construction of the building on the zero line of the front line facing Lorne Avenue, whereas the specifications grid for zone CB-3 stipulates that the front setback to be respected is 4.5 meters;
  • Allow the construction of the building at 1.1 meter from the rear line, whereas the specifications grid for zone CB-3 stipulates that the rear setback to be respected is 3 meters;
  • Allow the use of precast concrete panel cladding, whereas Section 4.7 e) of Zoning By-law 2008-43 stipulates that the cladding of each facade must be 60% stone, brick or architectural concrete block.

In accordance with Decree 1020-2020 concerning the ordinance of measures to protect the health of the population in the situation of a COVID-19 pandemic, as amended by Order number 2020-074 of the Minister of Health and Social Services dated October 2, 2020, these requests for minor derogation are subject to a written consultation.
