Ville de Saint-Lambert mandates SPCA Roussillon to handle animal control on its territory.

The Ville de Saint-Lambert wishes to inform citizens that at its regular meeting on August 21, 2023, City Council awarded a three-year contract to the SPCA Roussillon for animal control services in our city.
Effective September 1, this agreement authorizes the SPCA Roussillon to offer centralized services to our citizens and to take charge of animal management throughout our city.
New procedure for pet licences
Citizens wishing to obtain a licence for their cat or dog will no longer be able to do so from the Ville de Saint-Lambert. They will have to register their pet directly with the SPCA Roussillon.
They can do so online via a dedicated platform: spcaroussillon.com/en/municipal-licensing. This platform lets you download documents (photographs; proofs of sterilization, vaccination and microchipping) and make secure online payments. It also allows citizens who find a stray pet wearing a licence tag to locate its owner using the search engine.
Alternatively, citizens can register their pet in person at the SPCA Roussillon offices (80 Goodfellow Street, Delson), which is open 7 days a week, or by phone at 438-800-4156.
Pet owners who already have a licence will be contacted directly by the SPCA Roussillon to make the necessary transfer. They will receive their new licence tag by mail.

Collection of stray pets and any types of injured, dead or threatening animal
The SPCA Roussillon will also be responsible for collecting and managing stray pets and any other types of injured, dead or threatening animals on our territory 24 hours a day and 7 days a week. Effective September 1, citizens will have to report any such animals directly to the SPCA Roussillon at 450-638-9698, on Monday to Friday from 11 a.m. to 5 p.m. and on Saturday and Sunday from 11 a.m. to 4 p.m., or to email@example.com.
Outside of the opening hours of the SPCA Roussillon, if an animal poses a potential danger, citizens are asked to contact the Service de police de l’agglomération de Longueuil (SPAL), which has a direct line to the SPCA Roussillon patrol team at all times.
Other services offered by the SPCA
Under this agreement, the SPCA Roussillon will also offer our municipality the following services:
- Management of pets abandoned by their owners;
- Animal adoption centre open to the public;
- Low-cost microchipping services for dogs and cats;
- Support in locating a lost pet;
- Sterilization of stray cats (Trap-Neuter-Release-Maintain (TNRM) program).
Saint-Lambert continues to manage our local dog runs
The Ville de Saint-Lambert continues to be responsible for issuing and renewing access cards to our dog runs. Citizens can obtain an access card or renew their current card upon presentation of a valid pet licence, at the administrative services desk of the recreation centre (600 Oak Avenue) during opening hours.
The City also wishes to remind all access card holders that their cards expire on September 30 and that they must be renewed before that date.
