Conditions to qualify as an elector

To be registered on the electoral list and vote on November 5, you must qualify as an elector.

Any natural person qualifies as an elector if he or she:

  • is of full age on November 5, 2017;
  • is a Canadian citizen on September 1, 2017;
  • is not under curatorship on September 1, 2017;
  • has not, on September 1, 2017, been convicted in the last five years of an offence that is a corrupt electoral practice.

The person must also satisfy one of the following three conditions:

  • be domiciled in the territory of the City of Saint-Lambert on September 1, 2017 and in Québec since at least March 1, 2017;
  • have been the owner of an immovable situated in the territory of the City since at least September 1, 2016;
  • have been the occupant of a business establishment situated in the territory of the City since at least September 1, 2016.

It is not enough to merely qualify as an elector; to be able to exercise the right to vote in the general election of November 5, 2017, the elector must actually be entered on the electoral list.

Contrary to other levels of government, an elector may not add his or her name to the list on voting day. Only electors whose names are on the electoral list will be entitled to vote on November 5, 2017.

Owners of immovables and occupants of business establishments

To be entered on the electoral list, sole owners of immovables and sole occupants of business establishments situated in the territory of the City of Saint-Lambert must submit an application to that effect to the Returning Officer. The applications must be received by the Office of the Returning Officer no later than October 1, 2017. Applications received after that date but before the end of the work of the board of revisors scheduled for October 14, 2017, will be regarded as applications for modification of the electoral list and will be dealt with as such by the board of revisors.

Co-owners and co-occupants

In the case of an immovable belonging to undivided co-owners, or in the case of a business establishment occupied by co-occupants, only the undivided co-owner or co-occupant designated in a power of attorney signed by the majority of co-owners or co-occupants who qualify as electors on September 1, 2017 will be entitled to be entered on the electoral list as owner of the immovable or as occupant of the business premises. The aforementioned powers of attorney must be received by the Office of the Returning Officer no later than October 1, 2017. Powers of attorney received after that date but before the end of the work of the board of revisors (scheduled for October 14, 2017) will be regarded as applications for modification of the electoral list and will be dealt with as such by the board of revisors.

Elector in several capacities

A person who, on September 1, 2017, is an elector in several capacities will be entered on the list in only one capacity, in the following order of ranking:

  1. as a person domicilied in the City of Saint-Lambert;
  2. as the sole owner of an immovable in the City of Saint-Lambert;
  3. as the sole occupant of business establishment in the City of Saint-Lambert;
  4. as the undivided co-owner of an immovable in the City of Saint-Lambert;
  5. as the co-occupant of business establishment in the City of Saint-Lambert.
